It's legit and is a nice example. I have in my collection SN 3629W. My pistol also has 2 matching mags along with a holster and tool! Go for it.

Mags not original from 1939- maybe legit police replacements from later?

Just examined my 1939 Banner Police, the weapon has two matching mags, neither of the mag bases' are marked with the Police E/L mark! Been some time since looked over this weapon.

I don't believe that the magazine base on your 1939 Banner Luger should have an E/L proof. My 1941 and 1942 Banners do not have an Eagle proof on the magazine base, just the serial number and in the case of mine, both ate numbered 2.

The Eagle L magazine base stamp is fairly rare, for the most abundant Eagle variation...strange, but true...I only have one such magazine, as they are difficult to find...Neither of of my 1940 E/L Mauser Police Banner Lugers carry such a magazine base stamp...just S/N with designated 1,2,or 3 stamp...in line w/Lyn's synopsis...
