This was used with several models, I have seen several for FN 1900 and less common on the FN 1910.

Industriegruppe 1
Stuttgart
1918

Klaus Merzbach lists this maker <here>

Now for the rest of the story, I believe the holster was surplus at the end of WW1 and sold commercially to A.F Stoeger. Based up the suggestion made was most probably used for an FN 1910. (Could also be an Orgies) As i do not have one i tried Browning 1955 in the holster and the wear and shape are consistent. Thanks everyone for the information and suggestions.
