Is there a website with dates of manufacture or can anyone tell me when an FN 1922 serial number 35471 was made? Thanks.
You can't determine the date of manufacture for FN 1922 by the number alone. For one thing, pre-war FN 1922 serial numbers started at 200,000. Numbers below that are contract numbers. There was a Yugoslavian contract that will have a pistol with that number, there was a Dutch contract that will have a pistol with that number, etc. So we need more detail. It might be a post-war pistol in which case it might be a French contract pistol. And so forth...

Well, a picture would help. If the only markings are the Liege proof house markings then it is still difficult but can still sometimes be helpful. What really helps are markings additional to the proof marks.
