I am almost positive the holster is for the Belgian HiPower (P-35) pistol. This is because you can see that the spare magazine is a very thick double column type and the holster flap customarily folds itself around the magazine pocket. It is an almost exclusive feature found in this holster.

It is a TT33 holster with a considerable safety.
Take the extreme breadth of the magazine pouch into account.
This is typical of a TT33 magazine.
