The toggle knobs appear to be missing and I suspect it is a long barreled .22 conversion employed.

A silencer would have to be much larger in diameter to baffle any noise. Jerry Burney

This picture was analyzed pretty thoroughly on the Luger Forum and the conclusion there was a .22 conversion unit mounted on a standard 4" Luger. Note the "flat" appearance of the toggles.... no knobs where knobs should be. (The .22 conversion unit has two small flat projections on the sides to work the toggles.) Also note that there's no front sight at the muzzle but there does appear to be a front sight about half way...... just where it would be on a 4" barrel.

Jerry's comments about the size of a silencer on a 9mm is correct...... it would be MUCH larger than what is seen in this picture.
