This is a regular, but rare holster called "Revolvertasche für die Kavallerie und Stabsodonnanzen", (holster for the cavalry and staff orderlies, hope this is correctly translated).
It is made for the M/83 and not shortened.

Is there any marking between the loops or inside?

Holster is marked on reverse of the extension at the top: STECHER over FREIBERG. Internal stampings on flap in black ink: In box: 28.A; to right (outside box): 02 (2 is questionable); another box underneath with: 1902 in it. Holster slightly flattened; no pistol has been in it for a long time....
