I have one 1916 Navy Luger in my collection that has the prettiest plum-red color you've ever seen. This does not appear to be a re-blue as the markings are crisp and the edges are sharp. Is this common during this period? I've heard other collectors talk about plum colored guns but have never seen one until now. Thanks.

The plum red color on your 1916 Navy certainally suggests a hot dip salt blue, not 90 year old rust blue. Some photographs would help.
I would suggest that you study the section covering IMPERIAL NAVY PROOFS AND SN by Jan C Still and Authenticating Model 1914 Navy's by Dan Clements. The articles are posted below.
