The "E" "O" marking I can't help you with. Maybe some other members of the forum can help you with that.
The other marking shown in your photo is a German Army Acceptance Stamp: "Eagle 655" shown on weapons made by Mauser. See Still, "Third Reich Lugers" on various pages.

I have various grips with stray letters on them as well. The Instructions for marking P-08 allow for upper-case Roman letter "workers marks" to be stamped as needed various places--hidden--on Lugers. That would be my first guess to explain these stamps.
