I think it is simply too much for a 1940/42. Although value goes up dramtically as condition goes over 98%...

Anytime condition goes over 96%, I look it over very, VERY, carefully for possible reblue. Look for nicks, and bangs that have bluing over the nick, this is usually an indication of a reblue.

The last photo shows a ding down to the white metal, just below the knurled knob which looks like it was hit by the toggle returning??? I, too, think this gun is over-priced, but many of these guys think they have gold. It is hard to agree on a fair price when they don't care what the experts say. I just walk...lugers are like fish, more in the ocean!

Owner has revised asking price to $1500 for Luger, holster and tool c/ two non-matching magazines. Gun is very cleam with one ding as seen in the last of my photos. Are we getting closer to a deal. I have offered $1100, he wants $1,500. Thanks for your helpful and valuable advice.

Go to a site like Simpsons, LTD and compare retail price with yours.

Condition, i.e. bluing drives price up. A holster is worth around $150 or so, so minus that from the entire price. Extra magazine, if original ww2 era is another $85 or so, round it to $150 for extra mag and tool, and you are looking at $1200 for the gun.
