this Luger generally follows the form of a 1920 Commercial except that it's 9mm and has a sear safety. The serial number has what looks like a lowercase "Y" suffix, or maybe a Q or a G.

the grips are proofed 655. When was this pistol issued?

It appears you have an Erfurt unnumbered replacement mag in the Luger. Yes, there are numerous alphabet (k,m,n,o,p,q,r suffixes) that were in 9mm originally or were rebarreled into the 9mm caliber...and used by different police departments during the 1920s and perhaps the early 1930s also. It is in the late r range and the s, t, and u ranges where you find quite a few blank toggle Lugers. Stay well, Jim
