The price is decent, and it looks nicer than you describe.
I have only had a couple of 1934's, they just don't stay with me.

If I am seeing the serial number right it's 193928. Which would put it post WW-1 production. Doesn't look like any police markings on the front grip strap so it's a commercial production. $400 is a good price, not a steal but a good price.

Here is a good set of articles about the Mauser Pistols. Part two is on the 1914. Burgess Mason one of the article Authors is a member here and is very knowledgeable about these pistols. I collect them but he is more knowledgeable about the little details of them than me. The answer to your question about the side plate Mauser marking is also in the article.
