James, thank you very much for this additional information. I find these pistols with canceled marks particularly informative. Does this one have a sear and/or mag safety?

The luger does not have a sear safety or a magazine safety, also should have stated that the crown N is in the upright fashion.

Should this mark be read as Municipal Police, Koblenz? Another police Luger without sear safety, etc?

It is my understanding that this marking is for the German state police in the administrative district of Koblenz. This interpretation is subject to scrutiny and is welcomed.
