It's a frame casting with the sprues still attached. At first glance it looked like a reject someone brought home as the left side front of the mold appeared not to have filled. I don't think it's a toy.

After looking at the other pics it's all there. It's an 80% luger šŸ¤£

The 1990 era Stoegers & Mitchells didn't say safe as I recall. The sides were bead blasted. The 80s models might have been polished and could have said safe. If so it's an 80s vintage casting.
